The biodiversity we see today is the result of billions of years of evolution, shaped by natural processes and human influence.

The theme of International Biodiversity Day 2013 is Water and Biodiversity, chosen to coincide with the United Nations’ decision to declare 2013 International Year of Water Cooperation. The theme highlights the importance of the role of biodiversity and ecosystems in guaranteeing water security and therefore sustainable development.

The UN General Assembly, under resolution 55/201 of December 20, 2000, proclaimed May 22 International Day for Biological Diversity, as a means of increasing the understanding and awareness of biodiversity issues.

Mexico is a megadiverse country, hence the importance of publicizing and preserving that biodiversity.

In this government, the agrifood industry will be given priority, as an engine of regional development and the alleviation of poverty. We are assigning significant resources to public policies for dealing with the effects of climate contingencies on livestock.

My support is not only intended to meet climate contingencies such as drought, or the difficulties of everyday life; the government will also help farmers boost their growth, development and success.

The NDP assumed the commitment of promoting the productivity of the agri-food sector through investment in the development of physical, human and technological capital.

It’s time to join forces and work for the country’s transformation into an Inclusive and Prosperous Mexico. It is time for the work and quality of our farmers to be recognized worldwide.

• First. – Through Summer Pasture Coefficient Insurance, we will protect the availability of pasture for extensive livestock feeding.
• Second. – Through the Sustainable Livestock Production and Livestock and Beekeeping Management Program, PROGAN, we will spend 1.8 billion pesos by the end of June.
• Third. – SAGARPA will launch the Integrated Livestock Project 2013, which will address problems with a high impact on livestock.
• Fourth. – Innovative financial mechanisms, such as investment in liquid collateral, will be used to restock cattle herds.
• Fifth. – The government will invest in a contingency support fund, with simple guarantees, direct support, grace periods, and support for portfolio treatments and reduced interest payments.

Through these actions, the government will support Mexican farmers through direct supports and funding triggered by the development bank, on the basis of the guarantees in which SAGARPA is investing.

Music, literature, dance, history, entertainment, exclusive miniseries, children’s and analytical programs, debates, investigative journalism and the best films are part of Channel 22’s new programs.

The collaboration of prominent personalities, producers and anchors in its programs, as well as the exclusive broadcasting of domestic events demonstrate the vocation and cultural commitment of this channel which has earned the public’s approval.

Channel 22 repeats its commitment to work responsibly for an inclusive country, with equity and social cohesion. It offers science and awareness; balance and reason; humor and harmony, talent and effort for the benefit of a country that demands a joint effort.

He created the Constitutionalist Army as a patriotic response to those who had betrayed the Republic. This armed institute was created to restore the institutional order and uphold the public will following the cowardly assassination of President Francisco I. Madero.

In the 21st century, the ideals of justice, freedom, equality and development promoted by the Mexican Revolution continue to promote our unity and hope. For this reason, it was an honor to lead the concert and gala dinner to mark the Centennial of the Creation of the Mexican Army.

As President and Supreme Commander of the Armed Forces, I acknowledge the loyal, disciplined and patriotic performance of the soldiers of Mexico. I congratulate them on their ongoing commitment to good causes and the loftiest ideals of our society.

In their honor, 2013 has been declared the “Year of Institutional Loyalty and the Centennial of the Mexican Army,” which is how Mexicans recognize their vocation of service to the nation.

I repeat my gratitude to our Armed Forces for their exemplary performance and their fierce loyalty to Mexico.

Taleb Rifai declared that Mexico has improved its competitiveness in the global tourism market. Earnings from international visitors to Mexico last year reached 13 billion dollars, a positive trend that continued during the first quarter of 2013.

Rifai noted that it shows that despite the challenges Mexico had to face in recent years, it has been able to improve its competitiveness on the global market and grow the level of revenue generated by tourists visiting the country.

• Fourth. Promote a Prosperous Mexico. The Plan prioritizes economic policy, boosting growth and ensuring that it is reflected in the pockets of all Mexicans.
• Fifth. Consolidate a Mexico with global responsibility. The Plan proposes actions to project our country as a nation that upholds international law, promotes free trade and supports the different peoples of the world.

The government was therefore present in each state to listen to all the voices of the people. Thousands of women and men participated in the preparation of the NDP, which we announced to all Mexicans on Monday.

Why is it so important to have a plan? The answer is simple: to know where to go and how to get there. From now onwards, the 5 main national goals of the NDP will constitute the General Strategy to jointly construct a society of rights and bring Mexico to its fullest potential.

Taking the National Development Plan as a basis, “This Administration seeks to be an effective government with a single purpose: to ensure that all Mexicans enjoy the rights enshrined in our Constitution.”

It is not a plan to manage the situation or circumstances; it is a plan to make substantial changes.” The National Development Plan is a Plan to Move Mexico forward; it is a guide to turn the best ideas and proposals of Mexicans into concrete benefits.

I call upon each and every Mexican to join this great movement for national transformation. It is time to act on behalf of Mexico, it is time to move Mexico forward!

It is impossible to forget that this technological training center was the work of President Lázaro Cárdenas and, in gratitude, the academic community celebrates its anniversary on the General’s birthday.

Following his example, we are now working towards achieving the objectives of the NDP to make Science, Technology and Innovation engines for spurring faster growth and boosting the country’s competitiveness.

More science and more technology are the keys to opening the doors of productivity and thereby achieving better incomes for Mexicans. More science and more technology are conditions that will allow Mexico to establish itself as an emerging economic power.

I congratulate the entire Polytechnic community, particularly those who received the Lázaro Cárdenas award today. You should feel proud of these 77 years in which you have put “Technology at the service of the nation.” Congratulations!

To this end, the Plan contains 5 Strategies:

• First, contribute to the annual growth of national investment in scientific research and technological development so that it achieves a level of 1% of GDP.
• Second, contribute to the training and strengthening of high-level human capital.
• Third, promote the development of vocations and scientific, technological and local innovation capacities to strengthen sustainable, inclusive regional development.
• Fourth, contribute to the transfer and use of knowledge by linking higher education institutions and research centers to public, social and private sectors.
• Fifth, contribute to the strengthening of the country’s scientific and technological infrastructure.

Through these strategies, Mexico will be able to take advantage of the talent, skill and inventiveness of its scientists and technologists, by linking their work to areas of productive opportunity.
